The Pilbara is a unique region with a geography and local population and workforce mix unlike that of anywhere else in Australia. Developing a successful tertiary delivery model will need to meet the needs of the current and future population, local industry and social, economic and environmental conditions while also dovetailing with the needs of the tertiary education supplier(s). This report provides a number of options which could be considered for the delivery of higher education in both Port Hedland and Karratha. Whatever option is chosen, it may be prudent to not make any exclusive commitments, given the ever-changing nature of both the population in question and the higher education industry itself. Whichever option is chosen, it needs to be a community partnership, with strong and sustainable input from the Pilbara communities. To that end, it is also our recommendation that a Pilbara based advisory board, made up of representatives of the local community, industry and education sector, (both school and tertiary) be established, so that local nuances are taken into consideration. This board would work with the service provider to help set the direct and monitor progress.
